Alan Rubenstein, chief executive of the UK’s Pension Protection Fund, has joined the supervisory board of Robeco, according to the Dutch asset manager.Rubenstein, who joined the lifeboat scheme in 2009 after two years as head of Lehman Brothers’ Pensions Advisory Group, will chair Robeco’s investment committee and also sit on its audit and risk committee while retaining his role at the PPF.He has previously worked at Scottish Widows, BZW Asset Management and Lucas Varity Fund Management.He spent eight years at Morgan Stanley, working as its European head of pensions, before departing for Lehman Brothers two years before the bank collapsed. He was then hired in 2009 to replace Partha Dasgupta, the PPF’s second chief executive, but prior to his appointment also acted as vice-chairman of the National Association of Pension Funds, chairing the association’s investment council.In his time at the PPF, Rubenstein has put in place a plan for the lifeboat fund to be self-sufficient by 2030, worked with the NAPF to launch the Pensions Infrastructure Platform and is currently working on a new pensions insolvency model, replacing the current one based on Dun and Bradstreet scores.

After learning of the SP’s decision todefer taking action on IFFI’s accreditation, Treñas said, “The foundation willnot receive any funds from the city.” Accordingto the former COA official, “the applicable guidelines insofar as accreditationof nongovernment organizations, but necessarilyto be done by sanggunian, is COA CircularNo. 2007-01 as reiterated in COA Circular No. 2012-001.” “Itbears stressing that according to Item 2.3 (of the memo), its issuance intendedto cover accreditation for purpose of representation in the local specialbodies, not for joint venture implementation of projects,” according to theformer COA official who asked not to be identified. Treñas, however, said he wouldcontinue coordinating with the IFFI so that the Local Government Code and DILGrequirements would be met. In a previous interview, Treñas saidthat as an official of the city (he was the congressman then), he should havebeen invited and that the festival should have been spared from politics. Hewas then running against the incumbent mayor, Jose Espinosa III. The Iloilo Dinagyang Foundation, Inc.(IDFI) used to be the city government’s partner in organizing the annualDinagyang but in June this year Treñas announced a new foundation would beformed to manage the festival starting this January 2020. Item2.3 of the memo read: “This Memorandum Circular shall only involve theaccreditation process for civil society organizations for purpose ofrepresentation in the local special bodies.” The IFFI was organized only in Julythis year and its officers were inducted by Treñas only this Monday, Sept. 16,on the same day the mayor announced a P25-million city government assistance tothe foundation. It was during Treñas’ term as mayorfrom 2001 to 2010 that the private sector – the IDFI for that matter – wastapped asofficial managing partner of the citygovernment and the Parish of San Jose de Placer for the Dinagyang. DILG Memorandum Circular No. 2019-72released on May 22, 2019 listed the requirements for local governmentaccreditation of civil society organizations. We would all be held liable forviolating the Local Government Code and the DILG memo circular,” Peñaredondowarned fellow councilors. Peñaredondo,meanwhile, stressed that IFFI could continueoperating and “help the city of Iloilo in whatever undertaking through amemorandum of agreement, but as far as funding this organization, it isprohibited.” The city government will releaseDinagyang money directly to the participating schools and festival-relatedactivities. The city mayor apparently overlooked arequirement set by the Local Government Code and Department of Interiorand Local Government (DILG). No fund could be released to civil societyorganizations not accredited by the local government unit. In deciding to drop IDFI, Treñas saidthere were people in the foundation he could no longer work with. He also said the IDFI had no ownershipor exclusive right over the staging of Dinagyang “kay ti iya ina sang pumoluyo sang syudad.” According to Peñaredondo, the IFFIlacked track record (at least one year) and financial records required by theLocal Government Code and DILG.
